SB364 HB1108 Relating to Tourism Beginning July 1, 2022, requires persons who use the Na Ala Hele trail system for commercial purposes and applicants for new and renewal commercial use permits in state parks, small boat harbors, and ocean recreation management areas; instructor/operator permits; and common carrier certificates and contract carrier permits covering the transportation of passengers to hold and annually maintain a sustainable tourism certificate from the Hawaii Ecotourism Association, achieve and maintain green business recognition by the Hawaii Green Business Program.

HB550 HD1 Relating to Renewable Energy Requires the PUC to study the feasibility of implementing renewable portfolio standards to encourage the use of renewable energy by gas utility companies. Amends the renewable portfolio standard interim goals for 2030 and 2040 to accelerate the adoption of renewable energy. Appropriates funds.
HB593 SB1008 Relating to Land Use Authorizes the development of utility scale solar development projects on certain lands. Effective upon approval and repealed on 6/30/2025.
SB1461 Relating to Science Requires the Governor to enter into negotiations with the United States Department of Energy to establish a national laboratory in Hawaii.
SB272 HB1205 Relating to Solar Energy Devices Amends the definition of “solar energy devices” to include building-applied photovoltaics and building-integrated photovoltaics and clarify that the term excludes passive solar skylights or windows.

HB1583 HD1 Relating to Electric Grid Resiliency Requires the Department of Education to establish a pilot program in 4 schools to install renewable energy systems capable of providing backup power in the event of a natural disaster or other similar emergency. Requires the PUC to consider in its current and ongoing proceedings ways to incentivize the implementation of renewable energy systems in public schools.

Transportation

HB1585 HD1 Relating to the Environment Requires DBEDT to provide rebates to persons who install a new electric vehicle charging system or upgrade an existing electric vehicle charging system. SB1000 Relating to Electric Vehicles Requires that on or after January 1, 2020, all new residential multi-family buildings that have twenty or more parking stalls and new commercial buildings that have forty or more parking stalls have at least twenty-five per cent of available parking stalls be electric vehicle charger ready.
SB653 Relating to Electric Vehicles Requires certain new state building construction and county building construction projects to have at least twenty parking stalls that are electric vehicle charger ready and requires that all new state building construction and county building construction have at least two electric vehicle charger ready parking stalls.
SB657 Relating to Electric Vehicles Extends the repeal date of Act 168, Regular Session of 2012, from June 30, 2020, to June 30, 2030.
SB661 Relating to Fuel Cell Electric Vehicles Grants procurement priority for fuel cell electric vehicles for state and county vehicle purchases. Includes fuel cell electric vehicles in the definition of “electric vehicles” for purposes of parking fee exemption, high occupancy vehicle lane use, registration, and required parking spaces in places of public accommodation.
