HB2431 Relating to Energy Requires the Public Utilities Commission to establish performance incentive mechanisms for electric utilities.
SB2462 Relating to Electric Utilities Allows the Public Utilities Commission to require electric cooperatives to disengage from owning any generation asset, provided that the commission may establish a transition period to allow for existing utility generation units to be converted to third-party power purchase agreements.
SB2933 Relating to Resiliency Directs the Public Utilities Commission to establish a microgrid services tariff or tariffs to encourage and facilitate the development and use of energy resilient microgrids.
SB2939 Relating to Energy Requires the Public Utilities Commission to establish performance incentive and penalty mechanisms that directly tie electric utility revenues to the utility’s achievement on performance metrics. Allows the public utilities commission to delay implementation until no later than January 1, 2020.
SB2965 Relating to the Hawaii Ratepayer Protection Act Requires, on or before 1/1/2020, the Public Utilities Commission to establish performance incentive and penalty mechanisms that directly tie electric utility revenues to the utility’s achievement on performance metrics.

Renewable Energy & Storage

HB1801 Relating to Renewable Energy Amends the definition of “renewable portfolio standard” to more accurately reflect the percentage of renewable energy penetration in the State. Establishes renewable portfolio standards and targets for gas utility companies that mirrors those set for electric utility companies.
HB1839 Relating to the Public Utilities Commission Requires gas utility companies to establish renewable energy portfolio standards for gas.
HB1864 Relating to Renewable Energy Technologies Expands the income tax credit for renewable energy technologies to include ocean thermal energy conversion systems constructed for the purposes of research and development.
HB2220 Relating to Renewable Energy Changes the definition of renewable energy to require that biofuels be produced from renewable energy sources.
HB2720 Relating to Offshore Energy Establishes restrictions on the placement of offshore energy generation projects. Establishes an Offshore Renewable Energy Task Force to examine the potential for offshore renewable energy projects and impacts on coastal communities and the environment.
SB2101 Relating to Renewable Energy Technologies Provides an income tax credit of thirty-five per cent of the actual cost, up to $1,500,000, for each ocean thermal energy conversion system constructed for the purpose of research and development. Applies to taxable years after December 31, 2017.
SB3001 Relating to Energy Establishes an Alternative Energy Research and Development Pilot Program and appropriates moneys for grants under the pilot program.

 

Transportation

HB2216 Relating to Electric Vehicle Charging Infrastructure Amends parking space and charging system requirements for electric vehicles in parking facilities. Establishes a point system based on the number and specific type of stalls and specific charging systems located in a parking facility. Establishes fines.
HB2274 Relating to Electric Vehicle Charging Infrastructure Expands the State’s existing electric vehicle charging requirements to include parking lots for multi-unit buildings and workplaces. Creates a ratio to calculate the total number of electric vehicle parking stalls a parking facility with more than 200 stalls must have beginning 7/1/2021. Allows the director of transportation to fine properties not in compliance with the electric vehicle parking requirements. Effective 7/1/2020.
HB2728 Relating to Clean Energy Transportation Establishes a Clean Transportation Initiative to reduce and ultimately eliminate the use of fossil fuels in all public ground transportation by 2035, and in all ground transportation, with a near term 2025 target benchmark. Requires the Department of Transportation to collaborate with the Department of Business, Economic Development, and Tourism to achieve the goals of the Clean Transportation Initiative. Clarifies that the transportation objectives of the State Planning Act include the reduction and ultimate elimination of the use of fossil fuels in all public ground transportation by 2035, and in all ground transportation thereafter. Repeals the Initiative on 1/31/2046.
SB2106 Relating to Electric Vehicles Requires that all buses operated by each county and all state vehicles be electric vehicles by 2035.
SB2112 Relating to Electric Vehicles Authorizes the public benefits fee to be used to install and upgrade electric power infrastructure to facilitate the use of electric vehicles. Authorizes the public benefits fee administrator to establish procedures for the administration of public benefits fee programs that install or upgrade electric power infrastructure to facilitate the use of electric vehicles. Sunsets on 6/30/2022.
SB2437 Relating to Electric Vehicles Establishes an electric vehicle tax credit. Requires that all vehicles used by agencies of the State be electric vehicles by 2030.
SB2441 Relating to Transportation Requires the Department of Transportation to develop a traffic reduction plan to reduce traffic congestion across the State by 2025.

 

Workforce Development

HB1805 Relating to Energy Training Requires UH community colleges to establish energy systems and technology training courses for county officers and employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology. Requires the establishment of a committee of industry stakeholders to collaborate with UH community colleges in developing appropriate training courses. Requires UH community colleges to submit a report to the legislature detailing its progress prior to the convening of the regular session of 2020. Appropriates funds.
