 SB0434  Relating To Renewable Energy Requires the governor, DBEDT, and the Hawaii state energy office to develop a strategic plan that outlines benchmarks to achieve a one hundred per cent renewable energy portfolio standard. Requires DBEDT to submit the strategic plan to the legislature no later than twenty days prior to the convening of the regular session of 2018.

SB0234 Relating to Electric Vehicles Authorizes the public benefits fee to be used to install and upgrade electric power infrastructure to facilitate the use of electric vehicles. Authorizes the public benefits fee administrator to establish procedures for the administration of public benefits fee programs that install or upgrade electric power infrastructure to facilitate the use of electric vehicles. Sunsets on 6/30/2021.
SB0361 Relating to Energy Storage Establishes an income tax credit for taxpayers who purchase and install eligible energy storage systems. The amount of credit depends on type of system installed, filing status, and federal AGI of taxpayer. Excess credit may carry-over to subsequent tax years or is refundable under certain conditions. Applies to taxable years after 12/31/2017. Amends reusable energy technologies tax credit to harmonize definitions.
SB0365  Relating To Energy Storage Provides an investment income tax credit for energy storage property that receives, stores, and delivers energy. Requires DOTAX and DBEDT to submit annual reports to the legislature regarding the energy storage income tax credit. Requires DBEDT to complete a study on the impacts and benefits of the tax credit and its contribution to the State reaching its energy goals. Applies to taxable years after 12/31/16.
SB0650 Relating To The Renewable Energy Technologies Income Tax Credit Repeals the renewable energies technology income tax credit. Takes effect on 1/1/2018.
SB0660 Relating To Energy Storage Creates the energy storage market acceleration program and energy storage market acceleration special fund to be administered by the Hawaii green infrastructure authority. Establishes an energy storage system rebate for energy storage system providers and allows for rebates under the program to paid out of the energy storage market acceleration special fund. Appropriates the funds from the Hawaii green infrastructure special fund to the energy storage market acceleration special fund for the purposes of paying rebates and administering the energy storage system rebate program.
SB0665 Relating To Renewable Energy Replaces the current renewable energy technology systems tax credit with tax credits for solar energy property, wind energy property, and energy storage property. Applies to taxable years beginning after 12/31/2017.
SB0821  Relating To Taxation Provides an income tax credit to taxpayers who install or operate an electric vehicle charging system that is available for use by the public, unless otherwise required by law.
SB1187 Relating To Clean Transportation Establishes a clean transportation fee to be paid from a tax on fuel sales. Establishes the zero emissions vehicle infrastructure special fund to be funded by a percentage of the clean transportation fee for the purpose of expediting the development of electric charging and hydrogen fueling infrastructure throughout the State to enable and promote the use of zero emissions vehicles. Establishes the zero emissions vehicle rebate special fund to provide rebates for the purchase of new zero emissions vehicles within the State so long as funds are available.
SB1310  Relating To The Green Infrastructure Loan Program Re-directs the Green Infrastructure Loan Program. Designates “all ratepayers” who pay the green infrastructure fee as the primary beneficiaries of the program. Requires $          of green infrastructure loans to be issued for utility-scale renewable energy generation or storage projects. Requires proceeds of the loan repayments, as well as the green infrastructure fee, to be applied to green infrastructure bond debt service payments. Terminates the green infrastructure fee upon the full payment or defeasance of the green infrastructure bonds. Terminates the Green Infrastructure Loan Program and Green Infrastructure Authority shortly thereafter.

Provides means for gas utility companies to achieve the renewable energy portfolio standards for gas. Requires the public utilities commission to conduct a study of the renewable portfolio standards.

 SB0661  Relating To Land Resources Clarifies that county ordinances shall not conflict or interfere with DLNR rules related to the issuance of permits in support of geothermal resources development and geothermal resources exploration. Requires the lessee of a mining lease to comply with all water and air pollution control laws. Requires the rules of the board of land and natural resources regarding mining operations, geothermal resource development, and geothermal resource exploration, including drilling conditions and restrictions, to be uniform throughout the State.

HB0738 Relating To Fuel Cell Electric Vehicles Includes fuel cell electric vehicles in the definition of “electric vehicles” for purposes of parking exemptions, HOV lane use, registration, and required parking spaces in places of public accommodation. Grants procurement priority for fuel cell electric vehicles for state and county vehicle purchases.
HB0793 Relating To Electric Vehicles Increases the number of parking spaces that a place of public accommodation with at least one hundred spaces is required to offer, from one parking space to four parking spaces by July 1, 2022. Removes the exemption that owners of multiple places of public accommodation may offer electric vehicle parking spaces based on the aggregate number of parking spaces available in their properties. Establishes notification requirements and fines for noncompliance.
HB1580 Relating To Energy Establishes a goal to reduce and ultimately eliminate the use of fossil fuels for ground transportation by 2045. Creates a working group to create metrics, identify a plan, and develop recommendations to achieve 100% renewable ground transportation statewide by 2045.
SB0649 Relating To Electric Vehicles Establishes an annual electric vehicle registration surcharge to be deposited into the state highway fund.
SB0817 Relating To Electric Vehicles Requires, in places of public accommodation, a ratio of one electric vehicle parking stall per 100 stalls by 2018 and a ratio of two electric vehicle parking stalls per 100 stalls by the year 2023. Designates the appropriate county authority having jurisdiction over planning and permitting for enforcement. Specifies procedures for enforcement.
SB0822 Relating To Electric Vehicles Requires the department of transportation to install and operate public electric vehicle charging systems on Kauai, Maui, Molokai, and the Island of Hawaii. Appropriates moneys to fund installation and operation of the electric vehicle charging systems.
SB1186 Relating To Energy Establishes the objective of eliminating all imported fossil fuels for ground transportation by 2045. Updates the State’s clean energy initiative program to reflect the State’s target of achieving a one hundred per cent renewable energy economy by 2045.
